What is the role of the state from the region?
The state plays an important role in communities.

The State is primarily a financier. The amounts allocated to local budgets come primarily from the state.
The State is also tax collector and sponsor revenue. It is the sole authority, through the Treasury, to update the lists of taxpayers and collect taxes. It guarantees the full amount of the tax base. Assuming that the income is less than the amounts provided, the State is responsible for the shortfall.
Finally, its role in the equitable distribution of tax between communities. The principle is simple: municipalities provide the richest to the poorest.
