What is a budget?

The budget is a document that provided for and authorized resources and expenses. They are recorded in two sections: the operating and investment section. In the first, we find the current (at the expense of public services ...) and in the second, those that alter the value of assets (buildings, road works ...).

How to prepare a regional budget?

Budget Preparation

The draft budget is prepared by the chairman of the Regional Council, the executive body of the region, assisted by financial services in the region.

Discussion of budget guidelines

The discussion of budget guidelines allows a presentation and discussion in the deliberative assembly of large balances and major decisions regarding investments, loans and changes in the tax burden. This debate must take place within ten weeks before the examination of BP (never the same day as the vote). It gives rise to debate but not necessarily a vote. The directions taken during the debate have, legally, no imperative for the executive.

Note that prior to the budget debate, the council's economic, social and environmental area (CESER) Consultative Assembly must be referred for the opinion of the general guidelines of the proposed regional budget.
