With over 1,000 km of waterways, Burgundy tops the list of French regions for its river tourism. An industry that generates nearly € 30 million economic impact annually. Now these channels, so popular with foreign tourists mainly (almost 80% of customers), suffer from a chronic lack of maintenance and require major efforts in upgrading (rehabilitation works, consolidation banks ...).
To give new impetus to these waterways, the Regional Council has chosen to experiment with management. Elected officials voted during the plenary session of 14 December 2009, the agreement between the experimental state and the region.
The region therefore experiences over three years, the management of waterways on which tourism develops boating and water activities. She has set three main goals: the Burgundian heritage, tourism development around the canals and the preservation of water resources estimated at over 150 million m3 , A significant contribution to drought in particular.
The state retains ownership
This is not a direct transfer to the channel region but an experiment. The state with the Waterways of France remains the owner of the public domain but is committed during the experiment to put the financial resources available to enable the Region to develop and operate these waterways.
The staff channel is managed by the state during those three years, but is available to the Region for the execution of these missions.
If the experience is positive, the region will decide the transfer after two or three years.
Resources
In 2010 and 2011, the Region has invested over € 21 million for the rehabilitation of canals.
To do this, she received 4.79 M € per year of the state and € 2.5 million for maintenance and operation, which will be added revenues lands.
Additional € 6 million will be mobilized during experimentation with ERDF (European Regional Economic Development) to strengthen the channels and develop tourism.
