A voluntary commitment
Health is not in the legal powers of the Regional Council of Burgundy. It is indeed the domain of the state, hospitals and health insurance. Nevertheless, the Region has committed so by addressing cross-health in the framework of its competencies: planning, urban policy, ICT, youth prevention and training, research.

Burgundy is facing a shortage of health professionals. Moreover, they are unevenly distributed over the territory. Haute Côte-d'Or Nièvre, in particular, really suffer from a lack of medical personnel. The whole region is affected by the massive retirement looming among health professionals, follow parallel to the aging population. Demand for care of the fourth age will increase in coming years.
For equal access to care for all and throughout
Given this situation, The Regional Council is working in particular through the regional agreement with URCAM (Union Régionale des Caisses d'Assurance Maladie) to:
- Accompany the establishment of nursing homes in rural and urban areas in difficulty, where the medical deficit arises;
- Coordinate and anticipate, through contract countries, the development of healthcare facilities and local policies for prevention;
- Assist in the establishment of professional (eg through support for the renovation of medical or paramedical practices or the use of headhunters specializing in the health sector);
- Developing non-medical transportation assistance to rural people in difficulty (disability, age, isolation, insecurity ...) so they have access to organized care facilities;
- Finance two medical helicopters Burgundy (UAS) so the miles are no longer a barrier to emergency care.
The information technology and communication (ICT) for medicine
Particularly through the program Burgundy Digital The Burgundy Regional Council wishes to encourage the development of computer applications to:
- The transfer of photos, medical information (eg for screening for diabetic retinopathy)
- The development of extranets (territories, perinatal ,...)
These devices are necessary for quality care and exchanges between health professionals in the interest of the patient. The Telemedicine indeed promotes cooperation between medicine and local health facilities. It provides assistance to face demographic pressures facing certain medical specialties or in some rural areas.
The Burgundy Regional Council also strongly supports the development of the technology platform PharmImage, single center imaging applied to the pharmacy and therapeutic evaluation.
At the heart of devices: prevention
As the saying goes "prevention is better than cure". Health is primarily a matter of prevention, particularly vis-à-vis the younger people in difficulty.
The Burgundy region, with its gourmet reputation, wished to focus on nutrition, to promptly notify the risk of obesity, diabetes, cardiovascular disease ... and their consequences.
Several mechanisms have been established to educate students and apprentices to a balanced diet:
- While on my plate , Which aims to develop students' taste for quality products and promote the learning of a balanced diet;
- A call for projects on nutrition and health "has been launched recently to develop awareness in high schools and CFA;
The Burgundy region also promotes initiatives of educational teams in risk prevention and health bound high school students.
The Regional Council also supports regional health events that prevent health risks, such as the lounge area of diabetes. He also argues, as part of social cohesion, prevention efforts in the field of nutrition in social centers in the CAF, CPAM or PMI.
Finally, nursing homes play a positive role in prevention, they broadcast messages.
Training to meet the needs of tomorrow
France's lack of medical and paramedical staff, Burgundy is no exception to the rule. Also, the Burgundy Regional Council encourages young people to undertake training in this field and to practice in Burgundy:
- Support training costs for caregiver, childcare assistant or paramedic for students initial training or jobseekers .
- Scholarships health and social Are awarded to students who perform training in the social, medical or paramedical
- The contract Réciprosanté enables student nurses, masseurs, kinésithérapeuthes or midwives to receive a monthly allowance in return for exercising in a facility for a minimum Burgundy;
- Allowances Burgundy doctor and Burgundy dentist enable students in training in rural and urban areas in difficulty in Burgundy to receive a training allowance to encourage them to discover when the school year in these territories.
