Freeze state grants: a double penalty for local authorities in a crisis
On the eve of the second conference on public deficits, Francois Patriat, senator and president of the Regional Council of Burgundy, denouncing the freeze on state grants to local governments.
"On the eve of the 2
e conference on public deficits, scheduled for 20 May, which will provide an opportunity for the government to announce the introduction of new financial constraints for local authorities, two reports on their finances advocate the freezing of state grants contradict the principle of free administration of local and tend to deprive them of any financial flexibility.
The first report Jamet, called departments to withdraw their support for municipal investment, thereby reducing the need to finance their investments.
The second, based on the work of the Working Group on Carrez control local spending, proposing to freeze the evolution of competition from the state to communities.
New illustration of the mistrust of local authorities who, however, at the height of the crisis, made the effort to continue their investment, these two proposals involved in haste, so that legislative reform on land for equalization schemes has still not been debated by Parliament as provided in the clause introduced by revoyure Finance Act 2010 with the removal of business tax.
Faced with this reckless endangerment of their budgetary situation, communities are faced with the need to disengage from some projects while seeing the increasing cost of credit for remaining investments.
That is why I denounce this policy blundering and GAAP, which ignores the work of the legislature or specific situations in which each community is facing, given the diversity of the territories. "
