The president of the Regional
After the regional elections, the president of the Regional Council is elected for 6 years, by and among all regional advisers, at the first plenary session of the Assembly.
It is the executive of the Regional Council. It initiates regional action and ensures the implementation of deliberations. It prescribes the revenue, direct expenses and manages the assets of the Region.
He is the head of the Regional Council.
He is the representative of the region and the contact for community partners.

The Office
The Office of the Regional Council of Burgundy is composed of President and 15 Vice-Presidents .
Vice-Presidents are elected by the Assembly from among members of the Standing Committee.
Speaker and delegate responsibilities to his signing authority in specific areas.
Regional Assembly
Voting system of elected regional
Since 1986, voters elect growlers every six years by direct universal suffrage of the 57 regional advisers who come from four departments of Burgundy. The regional list that topped the second round automatically gets 25% of seats, 15 seats in the regional assembly of Burgundy. The new voting system is in place since the March 2004 elections. It allows the list that obtains the greatest number of votes to win a majority of seats.
The 42 remaining seats are distributed among the lists receiving at least 5% of the vote. This distribution is in proportion to the votes of each list and the number of votes in each county.
The 57 Regional Councillors are elected Burgundy direct universal suffrage since 1986, on departmental lists by proportional representation at the highest average, without splitting or preferential voting in two rounds. The mandate of the regional advisers is 6 years.
The last elections took place on 14 and 21 March 2010.
Functioning of the Regional Assembly
The elected Assembly is the deliberative body for the Regional Council. The Assembly meets at least once a quarter, the meetings are public and are held at the headquarters of the Region.
Twelve days before the plenary of the Assembly, a report must be sent to each regional adviser on each file listed in the agenda.
Each case is examined in a prior Commission . At the plenary session, a rapporteur is responsible for presenting the proposals of the Commission from which engages the debate. The bill is then voted on by elected officials. The decisions taken are the deliberations. They can be taken only if an absolute majority of its members in office is present.
Regional councilors vote on the budget, chapter by chapter, and allow borrowing.
The Standing Commission
The number of individual decisions and deliberations is such that the Regional Assembly delegates some of its powers to the Standing Committee.
This Commission is composed of 57 Councillors . She was elected by the Assembly at the first plenary session. It meets every two months under the direction of the President.
It decides on all current decisions of the Region (grants, commissioned services, etc.).
It analyzes the files and decide on the individualization of the initial budget appropriations.
Thematic Commissions
The files presented by the services, are examined in 9 commissions that render an advisory opinion. The opinions presented are then they go to vote or the Standing Committee of the Assembly. Contrary to the Assembly, the committees are not deliberative bodies.
Each committee is composed of about seven regional advisers. It meets monthly. All regional advisers must be members of a commission.

Services and investigating cases after the completion of projects undertaken or funded by the Regional Council.
The transfer of jurisdiction of the general inventory of cultural heritage, the Regional Direction of Cultural Affairs in the Regional Council, takes place at 1st January 2006 and involves 12 employees.
The staff of the Regional Council of Burgundy from 350 to 2050 in January 2007, following the transfer of staff technicians, workers and service (TOS) within Education.
